1. A confusing or difficult problem or question.

Sample usage:
1. The population conundrum had started showing its dire repercussions in metro cities.

2. The fuel deregulation conundrum was music to the ears for the oil industry, while for the middle class, it went shivers along their spine, fearing of toppling their budgets.

3. APP conundrum, was more of a rhetoric and less of substance. Which means, majority was in words and not in deeds.
